Carolina survived the attack and was the partner of Sergio Vieira de Mello, the UN chief who was trapped and then died three hours later. She is the only victim and survivor of the terrorist attack who is both a survivor and a family member. In 2003, Carolina and Sergio had been living together for three years but were not married, and for that reason she was excluded from every ceremony organized by the UN, even in her condition as UN staff member who was a survivor of the attack.
She organized Iraq’s first post-Saddam Hussein International Conference on Transitional Justice in Baghdad, with the participation of over 20 international NGOs, only two months after the formal cease of military action, in July 2003. As Special Assistant to the Minister of Finance, East Timor, she established the nation’s first-ever customs offices, building a team of 50 individuals, and the first ever management program for the newly-created civil service.
