SUPPORTS FOR COMMUNITY LIVING. The SCL waiver program was developed for Kentucky citizens as an alternative to institutionalization. The focus of SCL is to allow a person to remain in or return to the community. Persons with developmental or intellectual disabilities who meet the requirements for residence in an Intermediate Care Facility for persons with Intellectual Disabilities, and who meet other Medicaid requirements, are eligible for this program.
