该合作始于2007年，2011年3月签订三方合作协议，确定了研发任务和目标，即利用过程工程所先进能源技术课题组研发的国际先进水平“宽工作温度烟气脱硝粉末催化剂”，针对廉价蜂窝体载体研发粉末催化剂的涂覆技术，形成低成本蜂窝脱硝催化剂的生产技术，相对现有商业催化剂降低成本60%以上，并最终共同推动所研发的低成本新型脱硝催化剂的产业化。中方先进能源技术课题组已形成了工作温度220-420 的宽工作温度烟气脱硝粉末催化剂的生产技术，在河南鹤壁建立和成功运行了500吨/年粉末催化剂的中试生产线日方通过克服各种技术障碍，也成功实现了过程工程所生产的粉末催化剂对廉价蜂窝载体的高品质涂覆如图示的小型涂覆蜂窝，并在催化和耐磨性能测试方面展示了具有竞争力的好结果。基于已取得的进展，双方协商确定 2013年日方将小批量生产截面尺寸150×150 mm、长250 mm的涂覆型宽工作温度烟气脱硝蜂窝催化剂，过程工程所先进能源技术课题组则将负责承担所研制催化剂的应用性能中试，力争在2014年形成可产业化产品，2015年实施共同产业化。地址北京市海淀区中关村北二条1号邮编 100190.

随后，参会人员围绕“煤炭利用技术发展方向、煤炭热解突破并产业化预期时间和我所相应的地位预测、煤炭团队应该重点突破的核心技术、成立本所能源相关实验室的必要性与可能性、加强团队工作组织和宣传方式与方法”等主题展开了讨论，积极献计献策，普遍认为，煤炭团队在坚持突破煤炭热解制备热解油、发展基于该关键技术的煤炭分级利用路线和模式的同时，应深入研究比较“煤炭部分气化未反应半焦燃烧提供公用工程”与“煤炭完全气化煤炭燃烧提供公用工程”两种集成模式在系统综合能效、co2总排放等方面的优劣势，探索我国基于合成气制备替代油气与化学品的最优煤化工技术路线，同时还应加强高温气固分离、煤焦油沥青利用两方面的技术研发工作，为研究所发展建立以热解为核心的煤炭分级利用新模式和新路线提供关键共性技术支撑。地址北京市海淀区中关村北二条1号邮编 100190.
