Qatar Cybercrime Act of 2012. The Qatari Constitution, enacted in 2004, guarantees both freedom of expression and freedom of the press. Article 47 states: “Freedom of expression of opinion and scientific research is guaranteed in accordance with the conditions and circumstances set forth in the law.”. Article 48 states: “Freedom of press, printing and publication shall be guaranteed in accordance with law.”. Qatar Penal Code of 2004. Articles 326 to 333 deal with defamation as a criminal offense.
