Town Hall Meeting to discuss Police Coverage. August 17, 2016. Borough Council will host a series of three ‘Town Hall’ style meetings to discuss the possibility of Police coverage in the borough. Richland Township Police Chief Rich Ficco will be on hand to answer any questions or concerns that residents may have. Borough Council is encouraging all residents to attend. Meeting Dates and time:. On June 15, 2016, Richlandtown Borough entered the construction phase on a project that will bring a new ADA compliant entrance to Benner Memorial Hall. The work area will be confined to the front entrance of the building; work in progress will not be visible from the hall interior. This project is expected to be completed by the end of summer 2016.
