CMS Releases Updated WCMSA Reference Guide v2.3. 12 January, 2015. 12 January, 2015. On January 6, 2015, CMS released an updated version of the WCMSA Reference Guide (COBR-Q1-2015-v2.3). A complete list of the changes can be found in Section 1.1 (p. 7) of the Guide and include language changes and clarifications as follows:. Corrected reference from 42 CFR 411.46 to Section 1862(b)(2) of the Social Security Act. Clarified that CMS approves the WCMSA amount, not the WCMSA, upon submission of a request.
