Sift flour with baking powder and cocoa. Keep aside. Mix 1 tsp. of flour with the chopped walnuts and keep aside. Add essence and oil. Mix well. Fold in the flour gradually till all the flour is used. Add milk to get a slightly thinner than soft dropping consistency. Beat gently. Let stand 4-5 minutes.
