최근 지역의 대학들은 입학연령인구의 감소와 수도권대학 선호현상 등으로 인해 학생들의 지원과 입학률이 줄어들고 있다고 한다. 특히 미술대학은 이러한 현상을 뚜렷이 보이는 전공 중 하나이다. 여기에, 취업이나 안정적 미래에 대한 현실적 판단 때문인지, 유독 순수미술을 기피하는 경향까지 겹쳐 미술 전공학과들의 걱정은 더욱 깊어가는 실정이다. 이러한 지역 교육현장의 문제와 더불어, 미술전공 재학생 중 졸업 후 지속적인 작가활동을 하겠다는 학생들은 줄어들고 있으며 이는 작업의지와 실험성이 약화되는 현상으로까지 이어지고 있다. 이 같은 일련의 순수미술에 대한 교육현장의 분위기 때문일까? 지역에서 의욕적이고 참신한 신진작가를 찾는다는 일이 갈수록 어려워지고 있다는 느낌을 지울 수 없다. 이번 년도의 작가는 박상은, 송원지, 김진영 등 3명이 기획단의 추천과 회의를 거쳐 선정되었다.
