映著蘭雨霏霏的背景，蘭陽平原在雨水的滋潤下孕育出獨特的雨水文化，在與雨水長期的互動中，宜蘭人發展出 開圳墾地並進 的拓墾模式，因此形成以 結 為組織的移民社會，有別於台灣西部平原的社會型態 此外，在終年多雨的環境中，宜蘭人也發展出外冷內熱、屹立不搖、愛物惜物的蘭陽精神。 而世界各國都曾辦理與雨水相關的國際性活動，如泰國每年8月16日舉辦的 入雨節 ，是泰國最重要的佛教傳統節日 丹麥每年8月辦理 丹麥水節 Water Festival 西班牙每年5月辦理 露水節 ，都是國際知名的重要節慶活動。 基於連結整體宜蘭的理念，蘭雨節的舉辦希望能營造出全縣皆為活動園區的節慶氣氛，因此在活動場域的設置上，分別以山、河、海為主軸，分別成立三個園區，從冬山河流域的上游武荖坑 山 沿著冬山河 河 一直延伸至頭城海濱，直達外海的龜山島 海 ，呼應宜蘭的雨水，自山巒匯聚，經河流回歸大海的自然循環，牽連勾勒出宜蘭三種不同的美麗風情。 於是在龍王的反對下公主與陸生相偕逃走了，離開大海來到 陸地 ，這個嚮往已久的地方他們遇見了 人 ，他們慢慢地在平原上學習做人，過著以手給口、自給自足，樸實快樂的生活，並生下兒子叫作 和平。
