Office of State Review. The Office of State Review (OSR) was created in 1990 to assist NY State Review Officers (SROs). A State Review Officer reviews decisions of impartial hearing officers concerning the identification, evaluation, program or placement of children who have, or are suspected of having, an educational disability.
