We visited the delta of the Rio Platta this morning, where many of the houses are built on stilts. Across the river is Uruguay. Buenos Aires has a population of 3.5m, living mainly in flats. A. Further 14m live in the district, adding up to about a third of the total Argentinean people. Such is the influence of too much tango dancing. Musing on what might happen next?
