年以来，全县在抓好基层农技推广体系改革，整合建立乡镇农业综合服务站的基础上，为贯彻落实 农业部关于贯彻实施 中华人民共和国农技推广法 的意见 ，进一步推进基层农技推广体系规范化建设与管理，提升基层农技推广服务能力，促进农业稳定增产和农民持续增收，按照全国农业技术推广服务中心 关于开展基层农技推广机构星级服务创建试点工作的通知 和省农技推广总站 关于开展基层农技推广机构星级服务创建试点工作实施方案的通知 的要求，在基层农业综合服务站中大力开展星级服务创建活动，由于领导重视，组织周密，措施落实，整个活动有序推进，取得实效。 重点抓好 三个统一 即 统一功能设置。 按规范要求，每个站建立咨询服务厅、农技宣传栏、学习培训室、化验检测室、办公室 一厅一栏三室 ，服务厅具备咨询服务、产品展示、科技资料赠阅、农情信息四大功能 统一设备配置。 要求每个站对县局制定的 一职责九制度 和 十大岗位职责 全部上墙，接受社会监督，并自觉遵守 加强岗位管理。

关键词 三农问题 中等收入陷阱 小农经济. 如何实施这样两个国家战略 笔者曾在 城市化的中国道路 一书中提出 三轮驱动 的中国现代化战略构想，认为未来. 随着中国由低收入国家变为中等收入国家， 中国制造 中的廉价劳动力已开始不再廉价，尤其是相对于 印度制造 、 越南制造 ，中国劳动力价格已远远超过一般发展中国家。 但是，当前 中国制造 仍然有三大优势，一是基础设施良好，二是已经形成 中国制造 产业集群链，这个产业集群链有助于降低 中国制造 的成本，三是继续高效的中国行政法治体系。 也就是说，当前中国劳动力成本上涨对 中国制造 的负面影响被中国良好基础设施和产业集群体系的正面影响所抵消， 中国制造 仍然具有国际竞争力。 具体地说就是，当前中国通过 以代际分工为基础的半工半耕 来实现了劳动力的再生产，且正是 半工半耕 为进城失败农民工提供了返乡退路。 正是 半工半耕 极大地缓解了 中国制造 的劳动力成本压力，从而使中国制造可以保持国际竞争力。 这个意义上， 以代际分工为基础的半工半耕 结构是支撑中国制造的一个关键性制度安排，而 半工半耕 制度又是以老人农业和小农经济以及小农村社制度的存在为基础的。
