There’s an economic motivation to work hard- the more people who work hard at an agency, the less people overall that are needed, and more profits are able to be shared among fewer people. 2) Intellectual honesty and brains. 3) Never employing despots or spouses. 8) Building up subordinates to promote within the ranks.
