文 / 論壇執行長嚴震生. 18,100,000 人. 迦納總統密爾斯 John Atta Mills 上週因喉癌過世，副總統馬哈馬 John Dramani Mahama 依據憲法規定，宣誓接替職務，將完成密爾斯剩下半年的任期。密爾斯原先要代表執政的全國民主大會 National Democratic Congress 參加年底的總統大選，爭取連任，但未能如願。究竟執政黨該由誰接替參選，是馬哈馬還是在初選中落敗的前第一夫人羅林斯 Nana Konadu Rawlings 女士，或是重新舉行提名作業的初選無論如何這是黨內的決定，重要的是憲政體制受到尊重，副總統依法繼任，也沒有因此要改變年底大選的時間，一切按程序進行，充分顯示迦納的民主成熟度。二五年多哥總統艾亞迪瑪 Gnassingbe Eyadema 過世時，依據憲法應由國會議長納查巴 Ouattara Sambare Natchaba 繼任，但因他當時正在歐洲訪問，給艾亞迪瑪的支持者發動政變的藉口，宣稱納查巴的缺席造成權力真空，因此將總統職務交給原任礦業暨交通部長的艾亞迪瑪兒子納辛貝 Faure Gnassingbe。
