It's no secret that people of the streets "locked out" of opportunities for housing, jobs, and dignity frequently find themselves jailed. A lot of the those arrests are for what are commonly referred to as "public order offenses:" public intoxication, loitering, criminal trespass, obstruction of passage, panhandling, and so forth.
