The 40-year-old airport terminal was cramped and no longer met FAA or Department of Homeland Security requirements. So in 2009 airport leaders asked the State of Minnesota for $16.6 million of the $65 million needed for the project despite it being a non-bonding year and the State facing a $7 billion deficit. The new terminal opened in January 2013.
