He says it’s difficult providing for his children while on public assistance. Although grateful, Lythcott says with four kids it’s not enough. He says, I think it’s a system designed to keep people down. Currently, 1.7 million New Yorkers, or 21% of the population now fall below the poverty line. Tags: a tale of two cities.
