The specific version of the Delta II used for SMAP employs two stages using liquid rocket engines, supplemented by three solid propellant rocket motors strapped to the first stage. Although these are just recommendations, it is likely that these proposed rulings for UAS registration will be submitted to Congress for a vote and adopted as law. The proposed rulings are as follows. Any unmanned aircraft between .55 lbs and 55 lbs that are flown outdoors must be registered. Operators will not require citizenship.
