The 7 year old makes the rule for all the children to follow. The 5 year old makes an amendments to the rule. Then 7 year old makes an amendment to the amendment. The 5 year old and the 7 year old then debate the rules. The first rule is struck down and replaced with a different second rule that bears a striking resemblance to the first rule.
