Sverige ser ut som en sophög och ingen kan göra något åt det. Böter gjorde ingen skillnad, kanske för att de som får boten inte har någon kreditvärdighet att skydda, eller att man i längden slipper betala av olika skäl. Och ute på gräsmattan hoppar ett par måsar runt i jakt på några plastpåsar som vinden har tagit tag i.
